Those people are the ones who have tweaked, overclocked, and perfectly fined tuned every aspect of their system,
to insure that it runs its best.
The choice of various performance enhancing environment, and scenery addons also helps.

And I'm willing to bet, that none of those systems are pushing much over 20-30fps. 

The reason that FPS mean nothing in MSFS, is because the fps counter is flawed, and very inaccurate.
you can check this with Fraps, or any other utility that keeps track of FPS.

With MSFS, it's all about smooth appearance.
I've had my system locked at 20fps for years, and never notice anything unusual,
because it performs smooth, no stutters. 

That's the big secret of those systems you speak of -
You need to find the lowest fps setting that you can lock it at,
and still maintain smooth appearing flight,
and then you have effectively freed up a ton of CPU power to render all the eye candy.  Smiley

It's a big balancing act, that is 100% unique to every system. 
Even two identical setups, will need different settings to achieve the same goal.   Wink

I have an extremely old (ancient) system which I haven't tweaked, fiddled with, or upgraded, for the past 6+ years and it runs FS 2004 smoothly to my satisfaction, locked at 20 FPS.
It slows down a bit now and again in busy areas, but because I am not paranoid about it, I rarely notice the drop in frame rates, and if I do notice it, I take it in my stride and just wait to clear the area.
FS 2004 is wonderful for running on a lowly computer system, and is highly recommended for Folks having "problems?" with FSX... Wink...!

I certainly don't spend my time during flight with my eyes glued to the Frame Rate Counter!.... Shocked....!

My Lowly System:

Home build Desk-top Case.
Socket A, AGP, Gigabyte Motherboard.
AMD, Socket A,  2600+ Athlon XP Processor (2.1 Gb).
nVidia, AGP, 7800GS 256MB Graphics Card.
2.3 GB RAM.
256GB HDD.

All the FS 2004 settings maxed. Nothing is Clocked. Frame rate locked at 20 FPS...

...and a smoothy-smoothy flight, (most of the time)... Kiss....!
