In usual jumps, the plane will release the jumpers at 4000 meters, that is 12.000 feet approximatively. The opening of the parachute must occurs between 800 and 1000 meters (3000 feet), no higher and no lower for security reasons. Only the beginners and the tandems are allowed to open at 1500 meters (4500 feet), to give more space and time in case of problems.
During special events, the maximum jumping altitude can be higher. Most often, it's 6000 meters, with occasionnal use of oxygen bottles in the plane. Some jumps can also occur at 8000 meters with mandatory oxygen in the plane.

Well in my experience things are a little different (and I've been leaping out of planes since I was 18).
Static lines jumps (civilian) are carried out at 2000 feet. Static line (military) at 800 feet.
Freefalls start at 4000 feet and you pull at 1000 feet. Tandems start at 10000-14000 feet and pull at around 1500-2000 feet (military requirements are VERY different on this one).
Above 12500 feet you need to start thinking about oxygen although you can safely go up to about 15000 feet without. For high altitude jumps you need oxygen, strong pants and a good dentist (fillings tend to explode)
Oh and a lack of a sense of smell due to the uncontrollable flatulence

My answer always is: "Have you SEEN the planes we jump out of in the Canadian Forces? You don't WANT to land in 'em!"
Seriously - whuffos never believe this, but once the first couple of jumps are out of the way, skydiving seems absolutely natural. To me at least - it seems humanity was born to fly, with or without a great clanking machine around us. Freefall is both exhilarating and extremely serene - it feels not like falling, but like lying on the biggest, softest pillow you can imagine. It isn't even romotely frightening at all; once the fear of unfamiliarity wears off.
(and that's actually a risk, believe it or not. Jumping solo, it's actually possible to relax enough to forget to check your Altimaster. I made that mistake
once
- never again. The dytter shocked hell out of me at 4000' and I never forgot again.
