It may be a bug with the landing light. Make sure it's off...

I get it with or without any lights on, even in the 2 and 3d cockpit view
I did the manual fs9 install on the airplane, same bug, so maybe i shall fly with the "blinking stars". BUT I HATE BUGS!

It's the exhaust effects. The positioning is different in FSX. It can probably be fixed but for the time being remove the file named fx_3A_seaf_exhaust.fx from your FSX\Effects folder. The reason I never noticed this is that I didn't install it.

fx_3A_seaf_exhaust.fx and I don't have it
I don't see those lights ,the plane its fine to me
Its this is the same one that Mark Ozzy Likes?

I went into the aircraft.cfg and "//" smokesystem, and that removed "the stars"! (Pressing I wont help)
I'll keep the fx_3A in the gauges folder for now.
For me, its too easy to delete without trying something else.
I've added wep to the plane, it sure need it.

Try and add the sound files from cfs2 to that plane, and the wep toggle, that for sure will give some goose bumps.
