what is a Penetration Approach and why is it illegal in canada?

A little web research revealed that it is a military flight rule.

Penetration/approach

In order to maintain proper separation of aircraft, parameters must be precisely flown. Aircraft descend at 250 knots and 4,000 feet per minute until 5,000 is reached,

at which point the descent is shallowed to 2,000 feet per minute. Aircraft transition to a landing configuration (wheels/flaps down) at 10-nmi from the ship.

I think it has to do with aircraft security based on post 9/11 changes.

Maybe Doug (Flying Trucker) knows and will chime in.

Not sure if this helps or not...

RADIO INSTRUMENT APPROACHES
                                                                                Radio instrument approaches, unlike GCAs, employ on-board navigational equipment as a guide and can be flown, if necessary, without communication with the ground.  You will fly these approaches--VOR, TACAN, Localizer, and ILS--in accordance with the published instructions found on high or low altitude approach plates. Plan ahead by reviewing the procedures for the chosen approach before arriving at the IAF and stay ahead of the aircraft during the approach. Use all available NAVAIDs during the approach as backups in the event of equipment malfunction. If, for example, you are flying an ILS approach at a field that also has a TACAN facility, you should have the TACAN tuned and set as a backup.

VOR Penetration Approach
                                                                                  VOR navigational aids supply you with bearing information to the VOR station you have tuned. Instrument approaches flown to these facilities usually rely on direct over flight of the station during the approach.The VOR penetration approach is generally a procedure turn (i.e., 90/270, teardrop). Before beginning the approach, set the final approach heading in the course window of the HSI. Begin the approach when you pass over the station on the altitude and heading prescribed by the approach plate.

TACAN is usually only used by the military...
Morse Code is usually only used by the military...

Illegal in Canada...not sure...probably only used by the military under the term "Operational Commitment"

We have used the term "Penetration Approach" when using the aircrafts recommended airspeed when penetrating a thunderstorm because of not being able to fly around it.

I can not see it as a recognised term by Transport Canada in any of my outdated publications... Wink
