There is no telling why.  I flew with VF-96 in F-4Js in early to mid '70's.  They decommissioned us (Navy squadron with the most Viet Nam Mig kills - 8) and our sister squadron VF-92.  Six months later they stood up VF- 191 & 194 with F-4Ss.  Go figure.
 

Don't ask an aviator if he flys fighters.  If he does he'll tell you, if he doesn't why embarass him.

The squadron was de-activated and its personnel reassigned in 1993 when its carrier, the USS Ranger (CV-61), was decommissioned.

re. leaking, that saying was standard for the Phantom.  At the Naval Aviation Museum there is still a drip pan under the F-4.
