Yes, it is an addon.
We were flying around the East Frisian Islands, Germany.
The scenery is for FS9, and you can get it here:
http://www.m-r-software.de/
Click on the "Ostfriesland" link on the left side, and download both the "Ostfriesland 4.0" and "Helgoland 0.9" packages.
ERROR NOTE: To prevent some texture bleeding issues while on the ground, copy the AFCAD files of the Ostfriesland package into your Scenery/World/Scenery folder. That's COPY, not MOVE. You will have the airfield AFCADS in BOTH the addon scenery's folder, and in the scenery/world/scenery folder. This will fix the texture bleed issues.
FSX users should search for this file: dl_nfi.zip, it covers the same area, but I don't know anything about the package itself.
Many, many thanks to SeanTK for locating such wonderful scenery to fill my FS9 world!
