Gimp, Paint Shop Pro, Photoshop.

For simple paint jobs:  FSRepaint

And along with those, you'll need "DXTBmp" for conversions into FS (unless you are using FSRepaint.)

Sean, not necessarily so, I've never used DXTbmp, I use imagetool that comes with the SDK. It all depends on which program you use and how you handle the alpha layer.
