Quote from the Learning Center in FS2004:

Pause on Task Switch

Select the Pause on task switch option if you want Flight Simulator to pause when you switch to another application. When you switch back to Flight Simulator, you must press the P key to restart the simulator before you can continue the flight.

If you don't select this option and you switch to another application, your flight will continue behind the scenes until you task switch back to Flight Simulator (or until you crash).

end of quote

Anytime you access the Menu items in FS2004 to use a FS2004 application (such as the Map) the sim will pause. That cannot be changed.

That option not to "pause on task switch" refers only to keeping FS2004 running while you access another appplication (such as your e-mail program) which runs outside of FS2004.

When I select the Drop-down Menu (Alt Key), the Sim Pauses.
After I have made my selection, I then press; "P" to "un-pause", and then continue with the Sim....
I think its the way it was designed to work...Wink...!
I've got used to it... Smiley...!

when you are in the middle of a flight, and you press "ALT" (alternate key) the sim in programmed to temporarily pause so that you can make changes in the MENU at the top of the screen.

after you make your changes, and get back to the flight, you 'should NOT' have to hit "P" key to un-pause.  It should just resume the flight.  That is the way that mine and 99% of all other FS9 programs are designed.   If yours is not acting this way, then there is something different, and wrong with your installation/version.

now.  If you hit ALT+TAB and the sim minimizes to the taskbar, and you see the DESKTOP with all the icons, YES, you will have to UNPAUSE every time unless you do as OPA says.  In settings, there is an option for PAUSE ON TASK SWITCH that you will have to turn off.

But if you hit ALT > WORLD > TIME AND SEASON or MAP or WEATHER..... your sim will stop for a short period while you change things, then when you are done, it will load the new settings, and start back from the exact point where it paused itself.

There is no way to change this as this is hardcoded into the base Program.   and even if you could change this, you would need the program, plus the Source Codes from MICROSOFT, ACES DIVISION in order to unlock/decode the base files that wrote the program.  And being that MICROSOFT, ACES is no longer because they all got fired; I SERIOUSLY doubt that you will ever get those codes.
