Does anyone knows wher I can find GFGEDIT for panel design? the official website redirects to  FSPanel Studio and it is not free. Or is there any other program I can use similar to CFGEDIT??

CfgEdit is posted here. http://www.simviation.com/fsdesign_panels1.htm
Note that it was intended for FS2000 & cannot recognise XML gauges.

It's possible to edit panels with FSEdit included in the relevant SDK. FS9 version here --->  http://www.scenery.org/tutorials_fs2k4_SDK.htm
Not sure if later versions of FSEdit are less buggy than the original which came bundled with FS2000.

Ok, Downloaded FSedit, but it also does not support xml gauges. any idea???

Sorry. I'd never tried the FS2004 version of FSEdit. I naturally assumed it could handle XML gauges. It's a more useless piece of software than I thought.

CfgEdit should give you a good idea of how panels are created. If you don't wish to fork out on FS Panel Studio you could always position standard gauges in CfgEdit & replace them with XML versions by manually editing Panel.cfg

if you MUST have CFGEdit, then take a look at the following 2 sites, just keep in mind that it is NOT geared for FS2004 as stated by the other guys.
