Don't think it 'changed' as the mistake is in the default files, so would have always been there unless you had an add-on to 'fix' it.
To change it use the Afcad v2.21 FS2004 airport editor-

'inoperable'** and then create a new navaid (Terminal VOR/DME) at the proper location with the GON id.
Once done, GON will show on all maps and GPS and function.
TMU will still show, but at it's new location with it's modified properties. There will still be the TMU intersection at KGON (from the GPS database), but this will normally come into play only if using a GPS Proceedure that uses the TMU intersection.
