Is there a way to make roads look better in FS2004?

There is an alternative road textures pack at flightsim.com, but I don't remember how it looks like. Look for "n_rsu.zip".

There is a file called (something like) "Visible Roads" that made a huge difference in the way they look.

Freeware.

I use : bernd'sroadtextures_v1.zip From Avsim

Contains 2 files: roadshw  and  roadssu

Lots of coloured "vehicles" on the Major and Minor Highways.

Good from 500+ Feet AGL.

Certainly makes the roads look "busy"... Wink...!

Paul...G-BPLF...FS 2004...and Cal Highway Patrol... Cool...!

Back up your Default Files first..Wink...!

Me, too. I think it's about fifteen bucks. The vehicles are just little spots of color-- up close (down low), they don't even look like cards and trucks. Still, better than nothing. What NuRoads does is makes the roads more opaque so that they can be seen further into the distance. I follow the roads to get where I want to go...
