It would appear the FOTA have gone all in with their entry. According to an interview with autosport, John Howlett the vice president has said they're submitted as one entry of 9 teams under the understanding of things included in the above link. Williams were suspended from the FOTA after they submitted their entry yesterday, but all understand the situation, no hard feelings, and so on.
So its now up to Max, if he doesn't agree to the demands, gone are all the big names.

So, Call or Fold? what does Spanky do?

It depends, Max is the head of the FIA, but he is not the FIA. Brinkmanship is a good game to play, but only when you have the support of those around you. As long as he does he can carry on playing if however the FIA see F1 slipping away from them ($$$$$), then I think he will find that his support from the FIA as a whole will start to show a crack or two. On the other hand, Bernie will not give a crap what happens (apart from the public party line BS he comes out with) because what ever happens it will need a TV partner.
