In order to see AI you must first create Flight plans for them, So in a sense you can have AI aircraft but with out flight plans you will never see them in FS. There are several sites where you can download all the AI you desire WORLDOFAI and PROJECTAI or the most popular. They both provide complete packages of commerical and some general and military AI aircraft and flightplans. The best way to deal with these is to create a folder
ANY WHERE EXCEPT IN FS Down load all of the packages you want and put them in the folder you created then down load the installer into the same folder run the installer and that should do the trick.
DO NOT BE TEMPTED TO CONVERT FLYABLE AIRCRAFT INTO AI
This can have negative effects on your frame rates. Of course adding AI will effect frame rates no matter what aircraft you use but the aircraft used by both sites mentioned are frame rate friendly and will not effect frame rates that much. But remember the more AI you add the more it will effect your frame rates. How much will differ from system to system.

I almost for got one thing sometimes you might have to edit airports in order to make room for the AI you are adding.
When you run the installer it will create a couple of plain .TXT files one called aircraft and the other called Airports. If after addig traffic to a airport you do not see the extra trafic you will have to use AFCAD to add parking spots for the traffic
