I don't know the full details but you can see that the aircraft is on a yellow taxi line, so you are probably right in the fact that it wasn't going very fast.

Well they need to get it out somehow notice how its stuck? Unless you want to go hold on to it, I think the rope was a good choice.

I imagine they got a tug, hooked it up to the nose wheel and then pushed the aircraft back a bit to get it off the deer.  I would guess the rope was used to provide a little counter force to free the remains of the deer from the gear assembly.
