I was going to say... Looks like a LOT of approaches. But if you look at the altitude log, it appears he was practicing holds. I can't judge the scale. They're either BIG holds or a bunch hold entries.

Could it have been some sort of photo flight, or something like that? It looks like he progressively made his way across an area, or I guess he could have been practicing a bunch of parallel entries. Weird.

Looks like some sort of photo or survey flight. Note the scale on the map... those are not holds, methinks.
Could have been traffic patrol or reporting; all sots of possibilities.

Oh my.. I didn't see the scale.. Twelve mile legs spell photography, or even sight-seeing...
