is it possible to convert a fs2004 afcad.bgl filt to a fs2002 afcad.txt file
if it is can you tell me how to do it!

AFCAD between FS2002 and FS9 differs in ways that are as sharp as FS9 toward FSX (that still has had no honors of receiving this tool, and seen Swordy's intentions not to update his program ever again... Lips Sealed) and no converter was ever devised.


So no, I don't think it's possible. The only thing you can do is download AFCAD for FS2002 and redo manually the airport again.
