I want to add static acft - F-16, F-18, KC-135 on the appropriate parking ramps on the east side of Andrews AFB. Where do I find the acft and how do I place them into my airfield scenery? Thanks.

Why make static aircraft when you could put AI?  It would be pretty simple to add some AI as long as you can find the planes you want.

If you want them static, then you'll have to see if you can find scenery objects like what you want and then you could add them using RWY12 or whatever...

'cause I can't get AFCAD to work properly for me. I gave up.

You don't necessarily need AFCAD...it's for airport modification, not traffic programming.  AFCAD is just used to designate parking spots for certain aircraft.

To make your own flight plans, all you need is TTools and the knowledge of how to make the base traffic files TTools uses...search for "AI made easy" at Avsim...

Andrews is a military base so you would have to use AFCAD to add a tower, parking ramps, taxiways etc. for your AI traffic. This should not be that difficult once you figure out how it works. Then you would need to learn how to create traffic tracks with TTools.

The alternative would be to learn how to use a scenery design program like Airport or FSSC to position static scenery macros of the aircraft on the base. You can create your own macros from FS98 aircraft with the M98toBGL utility from the Scenery Design section. This can also be used to create BGL files & might be the easiest option. Whichever way you decide to go it will involve learning how to use the available utilities. That's unless you can find some ready-made files posted somewhere.
