My guess would be weather and terrain. They get 320+ days of sunshine every year, they're on the nice flat area east of the rockies but right next to the mountains. Fly east and you won't hit anything, fly west for a challenge. It's probably a couple hour or so flight from Nellis, which is nice because it's a big empty place you can drop bombs at. And back when it was built there was really NOTHING around for miles.
I'm not sure when the Air Force accademy came in to being, but if it was during the 1950's they probably had dreams that someday every plane would be turbine engined.
