FSskyworld is good for clouds.

silverwings has some pretty cool weather themes, like ground fog, smoke pall... stuff like that, but it does change your landclass textures

If your interested in the Silverwings weather themes only:

Install Silverwings to an empty temporary folder.

You can then move the weather\themes into your sim without changing anything else.

hmmm my advice would be to keep clear of Silver Wings, wrecked my sim! FS Skyworld on the other hand is fantastic, and has loads of sets of cloud and sky textures
