That’s just a 'concept' image. The amount and level of detail will be directly related to the amount of LOD information available to the GPU. It will not take the textures you see in the DX9 image from that page and automatically transform it to what you see in the DX10 concept rendering. There must be an update LOD texture set in order to do that which is what the FSX DX10 patch will provide.
By contract they are not allowed to reveal any DX10 imaging (for obvious reasons) until the cores are released (or are committed to release) to the card manufactures for production which will be between the end of September and December of this year.
The development teams do have access to what are known as 'engineering' card samples which are kept under lock and key for the high level developers to work with. The engineering cards may not be the final product we see on the market but the do allow the developers the ability to continue work in order to meet release dates. From what I understand MS received their samples last month from ATI and this month from Nvidia.
Both ATI and Nvidia will also have PhysX on their DX10 cards. ATI already supports PhysX on their x1600 through x1900xtx cards.
