Ive installed a ton of PAI packs, but there are still empty spaces at the airports... is there a way that i personally can modify the code and add more lines to create new flightplans?

Yes is the short answer, the long answer is well......a very long answer.  So it can be done, is relatively simple once you've figured out how to add your own ai and you can find out pretty much everything you need to know by checking out the various threads in this forum and following some of the links in this forum as well.

A little searching and you should be able to find everything you need.

Roger that . . . use TTools and make three files using your own airports and aircraft.
airports_yours.txt (Airports_FS2004.txt)
aircraft_yours.txt
flightplans_yours.txt

...
