Try saving them in DXT3 format.

I've encountered this a couple of times recently.  Try zooming in, then zooming out to see if they clear.  If so, the mip maps are screwy.  I guess you're using DXTBmp to convert the textures, so uncheck the little box titled "Include When Saving" under the MipMaps settings on the right side of the interface.  That should clear it up.

" If so, the mip maps are screwy."

Using DXT1 format externally can also cause blurring with some video cards. DXT1 files are primarily for scenery use and some panels -- not external repaints.

Not all DXT formats are created equal . . .   Tongue
Reference cited: Martin Wright:
"DXT1 - this is a 16 bit compressed format with a 1 bit alpha (ie just on/off). These are used for textures that need no alpha channel or only a very basic on/off transparency such as ground and building textures

DXT3 - this is a 16 bit compressed format with a 4 bit alpha (16 levels). These are used for textures that need a varying level of alpha. Most of the Aircraft textures are in this format."

"Could you suggest a better freeware program?"
Negative, Adobe makes good stuff . . .
Does that program have see-thru layers?
PhotoShop (which I use) uses Multiply Layer to make the paint see-thru to the underlying paintkit.

Other than that, your repaint looks good; definitely good work on your part.
