I know this sounds strange but is there anyway in which i can make a fully functuning passenger ferry for fs2004. If so how and can anyone help me do this? Thanks!

As you can see, there are driveable ships available for FS, so basically, yes you can make a ferry.

What modelling program are you using, and what do you mean by "fully functioning"?
