Too late to implement it now, but here's a suggestion for future races.

The race organisers pick a small handful of planes that would be competitive against each other, and do a series of repaints to be posted about a week before the event.  Nothing complicated, just paint a large numeral on the side or make the fin red or something like that.  Since they're all just minor variants of the same design, you could turn out 20 of them in an afternoon.

When people register for the race, the organisers assign one of the repaints to them EXCLUSIVELY.  If they don't turn up for the race, no problem - that number simply doesn't fly.

If everybody has all the downloads, all the planes show up accurately on all the machines on race day.

How does that sound?
