Those 256mb cards are not very good, better off with a decent 128mb card. It's not the size of memory that matters, you are looking at the wrong graphics engine.

So whats a good graphics card which is cheap and can work FS2004 and other games in a high framerate?

The X800-GT or a 6600GT is better value for money.
If the 6800 you described was a 6800GT, (the true high performance 256mb card) it would have been a good choice, but they are still rather expensive and are superceded by the 7800 series.
Any cheap card with 256mb of ram is bound to be a poor card. It takes very expensive ram (and not much of it) to make a great card.

They're both about the same in terms of crappiness.
Get a 6600 GT or better.
