To paint for FS98, you need a specific texture converter.

I suggest MArtin wRight's Show.

Show

This will allow you to convert from the FS98 texture format (That uses a SPECIFIC and PARTICULAR 256-color palette) to a bitmap useable in a paint program, such as MS Paint.

Once you repaint, you convert it to the original format again with Show.

Or you could use DXTbmp to convert textures. Google it. It's a very handy tool.
