Which gauges are you using? CfgEdit can't read the later XML gauges used in FS2002 & FS9. This is no problem. If you wish to use an XML gauge, use a similar conventional gauge to position & size it on the panel. Then manually edit Panel.cfg in Notepad to swap it with any XML gauge when the panel is finished.

PS. I take it you set the CfgEdit options to point to the sim you're using. This will read all the conventional gauges installed to the Gauges folder of that sim so you can select them for your panel.

I can only think that you're talking about XML gauges. CfgEdit was intended for FS98/CFS/FS2000 & cannot work with this type of gauge. This is no problem at all providing you know how to swap gauges by manually editing Panel.cfg. FS Panel Studio is the payware version of CfgEdit & fully compatible with FS2002/4. http://www.cfgedit.com/
