Most definitely it has scaling tools - and how it scales is a function of how you're scaling (uniform, non-uniform, and squash) and how you want the scalling point to be defined ...

So if i select uniform scaling it will scale the points in 2 or more axis' at the same time?

ie: create a tube go to side view select a cross-section and select uniform scale ,it will make the radius of that cross section smaller or bigger depending on which way i am scaling?

Close, but no cigar! Select the group of points in the side viewport. Then in front/back viewport, use the non-uniform scale with the X/Y constrain selected. Grab the handle out at the top right corner,  looks like an upside down and backwards L, NOT the X or Y arrows. Or you can right click on the Non-Uniform Scale icon and type in values for the X and Y axises... 100% being no scaling.
