There are many tutorials out there on the web eg:

these on simv
http://www.simviation.com/fsdutilsdesntute1.htm

these from GJSmith.com
http://www.gjsmith.com/Textures/how_to.htm

and I've just starting out making re-painting tutorials, which are on the forum of my site

If you're using PSP, I can give you the very bare basics in this post.  The rest is really trial and error.

1.  Open the paintkit.  (You may need to convert the file in dxtBMP.)

2.  Create a new layer.

3.  On the new layer, create your paint as desired.

4.  Change the properties of this new layer to "Multiply".

5.  Erase where you don't want paint.

6.  Save your file.

7.  Convert to "Extended Bitmap" in dxtBMP.

Done.

Again, this is the VERY bare basics tutorial.  Alpha textures and things like that are more advanced, and would take me an hour to type.  lol

Great edit, Bob.&&&&&&Google it. &&&&www.google.com
