In short it's a payware utility that adds to your view options. You have a "Flyby view" a traffic lock (similar to a padlock in a fighter sim) or you can lock your view on a certain point on the terrain. Best of all is the ability to move around the cockpit or virtual cabin (for planes with a virtual cabin). The sim only allows limited movement within the airplane. With AC you can move as much as you want and in airplanes with a detailed virtual cabin you can walk around the airplane and even take a seat as a passenger (first engage the AP  Wink )

There's also a function that lets you take a stroll around the outside of the airplane but this has some bugs related to the sim and beyond the creator of AC's control. The best feature of AC however is the freedom it gives you to walk around the cabin inside the airplane (my opinion).

It's not too expensive. I have it and it's a nice program. One warning however is if you have Lago's FS Enhancer then there's a key conflict that you need to resolve. Some of AC's key commands are the same as FSE's move commands.

Or even better you can download F1View Utility

AT http://atr.flight1.net/atr_downloads.asp

For free. Does basically the same thing.

I got it for the ATR 72-500 plane they sale. But it will work on any aircraft...

Also you might check out FSCamera over at AVSIM
Free also.. http://www.avsim.com/

With this program some functions of the known program "Active Camera" are realized. Being able to by many adjustable values to add a very good camera points of view in the Microsoft Flight Simulator. To this the tower view permanently is repositioned event controllably.
