i believe not...

you need either Gmax or FSDS for making aircraft, other programs don't support the SDK, thus, cannot export into .mdl files which are used by FS

At best, you could export a basic model to VRML, somehow convert it to dxf or 3DS, import it to gmax, and finish tagging, animating and texturing in gmax before converting it.
