Whenever I install my sound card, my PC won't boot up. That's pretty much it. Is this a bad sound card, or just incompatability? Also, when I disconnect it and XP loads up, it tells me it's detected an Audio COntrol Device.

Sounds like you got on-board sound still activated which is why XP pics it up when you remove your sound card. Go into BIOS and disable on board sound (possibly AC-97) also read your mother board book as there could well be a jumper that you have to move to totally disable it. I would do this too to be double safe.

Maybe it won't boot if the onboard sound is enabled, but that would be odd. To test it, you need to disable the onboard sound either by jumper or BIOS setting like Gixer said.
if it still won't go......
Take the soundcard out, it's either faulty or you have a dead PCI slot. (did you try it in another slot?) You have an onboard sound chip on your mainboard, you need to install the drivers for it to get it to work. Look on your mainboard installation disk if you have one or go to the mainboard's manufacturers website and download the audio drivers SPECIFIC to your mainboard.
The other option is to follow Gixer's advice and try another soundcard, but the onboard sound should be fine unless it is an older and slower system.

I think I'll just return the sound card and get a DVD-ROM. I didn't even know I had onboard sound!
The only thingwith the sound, is sometimes it'll pop or crackle. (Like at the beginning of an ATC statement)

Very strange. I have both my Sounblaster and my onboard audio on. I use the onboard for the headphone jack on the front panel. I've never used a Phillips card before so I don't know what they're like. If it is the card, trade it in for something by Creative or Turtle Beach.
I only pretend to know what I'm talking about. Heck, that's what lawyers, car mechanics, and IT professionals do everyday.
