I wasn't sure about this so I decided to ask. Can Gmax be used to build CFS2 aircraft? What about CFS2 weapons?

Yes, can be done.
You'd need the FS2002 Gamepack.
Weapons are doable, too, but need some extra action.
You'd have to run them though fsregen to turn them into library objects.

Is there ANY way to get by without the Gamepak? I've never been a big fan of paying for stuff over the net. Could I make weapons with AD-2K2?

I presume that you should be able to use the FS9 gamepack for the export plugin module, and the makemdl.exe from the FS2002 SDK, all of which are available from the Microsoft SDK site.
