http://www.mnwright.freeserve.co.uk/ and get 'DXT2BMP', which is a smart little program to convert normal textures to DXT compressed textures. Using DXT3 textures saves alot of texture memory, as the textures are much smaller.
However, this is misleading, as you have to make sure your graphics card can handle DXT compressed texture (most can), but you should also expect a large-ish loss in quality.
If you're having frame-rate problems, my best advice to you is to play with your settings a little.
A good place to start is:
Turn off all Anti Aliasing.
Reduce the draw distance for scenery and clouds.
Turn down the traffic.
Turn down the Autogen scenery.
Get some replacement (smaller) cloud textures (search the file library here for that).
Turn down your mesh complexity.
Lock your FPS to around 20.
Try and find a balance between "quality" and "speed" that you are comfortable with. There is no point in FS looking photoreal if it's a slideshow!
If you are still having problems after doing that, report back, and we can try some other tricks.
