Without any info on what system you are using.
I guess by accounts you mean the system you use has more
than one profile on it .  If this is the case you might have two options.
1. delete your profile and make a new one.

  2. Try restoring to a point before the black out, if you use XP or ME this is easy to do .

the next thing you might want to think about is getting  a  U P S = uninteruptable power source . They are not that expensive and worth the money in the end as it will shut your system down before any bad can happen

Start>Programs>accessories>SystemTools>System Restore

Select 'restore to a previous date', and pick a date.

Definately need a UPS. I got one about two years ago. Where we live the power is about as bad as you can get and still have light. I went with one of the best APC UPS and it's kept my computer working fine ever since. Only one time a lightning strike got through but it hit so close that no surge suppressor or UPS would have saved it.

You might try deleting the fs9.cfg and when you restart it'll rebuild it'self. Sounds like it got corrupted. If that doesn't work then try the other suggestion of creating a new user account.
