Would a low CMOS battery cause a system to not boot up, not even activate the monitor?

I had a terrible time today after the power was off today for about 6hrs, I also had this same thing happen recently when I moved to another apartment.

The thing would not actvate the monitor, but just seemed to be trying to access the CD drive, over & over not ever really starting, also it seemed to be trying to go to the HDD, but only for a split second, then back to the CD.
I was watching the lites, trying to figure out what it was doing, and that's what I saw.
The CD drive lite would blink about 15 times then the hard drive would blink once, then the CD again for 15.
It was just looping like this over & over, It finally did get up and is now ok but I got a couple of beeps from BIOS and it said that the CMOS battery was low.

Could this be what was the problem ya think?

A low battery should not cause it so stop working properly in that way, a low battery will make the comp forgetful, it may forget bios settings etc.
