i have heard of two methods of designing aircraft in Gmax, the traditional poly moving and mesh, and the splines method. Which overall is the easiest and is less complicated to learn?

you forgot - creating ngons (a form of closed splines).
In general, each method has its advantages - and one may be better for a certain situation.
You may find it easier to shape a cylinder for a fuselage, but go the spline route for a winge - or vice versa...

If I understand what you mean by "spline" method- I'd have to say the traditional method is probably better because it gives you more exact control over the creation and placement of each polygon. Maybe I'm old school, but every polygon counts. Using splines will give you more detailed curves-put your polygon count will go through the roof.

Take a look at the tutorials at
http://www.onnovanbraam.com/
While made for 3DSMax, they are directly applicable to gmax.
