I'm got WIN98SE in my PC. The advice I got was that I cannot go above 516M on my RAM with going to a different OS. I have a WIN2000 and WIN XP installation CDs. I also have two hard drives. Whats the best and easiest way to change OS without losing files.

I'd recommend installing a fresh copy of XP on another drive and copying your files across.2000 isn't a gaming platform so don't go with that.I also suggest not upgrading from 98 to XP,I tried that and had nothing but problems. With XP,make sure you use the NTFS file system, not the FAT32 system,XP was designed for NTFS.
