a .CAB file is short (as all file extentions are) for cabinet file, im pretty sure its like a windows based zip file, but more complex, world.CAB is on the cd, and when you install, all those files within world.CAB get extracted to their own files..but i dont think the user can manually tamper with it, which is why noone uses it anyway, and use winzip, winrar etc.. (anyone else correct me if im wrong) but im pretty sure i got the idea..

As you say, it's a compression method for any type of file. Microsoft use it extensively in FS2002.
There's no problem with opening it with a utility like winzip. If you're looking for an individual file to replace, that's the best way of doing it (decompress it to a temporary folder).
Just bear in mind that when it's in used in gauges, they will usually only work correctly if the file remains uncompressed.
