No, you'll be glad to hear Greg that this isn't a memory problem. It's usually due to a texturing problem - it's well known that if a texture is overlaid over another one you get this flashing.
It's also well known that there are several important airports in FS2002 that have the problem including Heathrow and many others. Page Cline has produced fixes for them if you want (I have to say I've never installed em) - even for airports where he can't see problems but other guys have reported them to him.
