I have two airports, one with a runway of 5-23 and another of 10-28.  Which way must the wind be blowing for 23 to be active at one airport and 10 at the other?

Give me the range for the runways to be active. Smiley

Generally speaking a wind out of the southeast would fit the situation.  Basically a wind direction anywhere between 150-180 degrees would provide you with about 50-80 degrees of crosswind on either runway 23 or 10.
