Not really. Propaganda is used by all sides in wartime & not only on the enemy. The British government's explanation for the success of WWII night-fighter ace John 'Cats Eyes' Cunningham was his liking for carrots which improved his night vision,* hence his nickname. This was to hide the real reason which was the new top-secret AI radar fitted to his Beaufighter. In fact Cunningham disliked carrots.
