Depends what you wish to do. CFS1 has a built-in scenery editor for adding stuff like default scenery objects & runways. Find out how to activate & use it here. http://www.simviation.com/fsdcfs%5B1%5D.htm
Chuck Dome's "Static  Object Designer V 1.2" will do much the same. http://www.simviation.com/cfs1utilitites2.htm

For creating more complex new airfields like the ones posted on this site try Airport or FSSC from the SimV Scenery Design section.

Both the editor & Chuck's little utility use default scenery objects including buildings & static aircraft. Creating AI traffic tracks is not possible in CFS1. This feature was introduced for the first time in FS2002. The only practical way of doing this would be by editing or creating missions. It is possible to add a few 3rd party "active macro" dynamic scenery objects with Airport or FSSC.

I have downloaded the tutorial for CFS1 scenery editor initialising. However, the tutorial shows spot view, map and Add objects. I have spot & map, and Add objects will sometimes flash up, but it will not stay in view. HELP!!! ??? ???

It must be 3 years since I last tried that scenery editor. It is a tad buggy & how well it works might depend on your video card & display settings. I'm sure you realise it won't display with CFS in Full Screen mode, only in Windows mode. Chuck's little utility works just as well but does not have a graphical interface.

Okay, i have created scenery now using the CFS1 ed Cheesy, and now have another query. If I place a runway, how can I make a file for the free flight airport menu in CFS1 so that I can start a flight there?

Hi Dan. That's easy. Try MW's MkAFD here.
http://www.mnwright.btinternet.co.uk/programs/tools.htm
It will work independently. You don't need CfsTmap.
