What would we do if a smuggler is caught, and tries to run? What if he escapes the Patrol's sights? I would assume he has eluded capture.
If you are a smuggler and have been sighted the Aircraft will contact you and you will have to follow it to an airstrip and land.
You have 1 Chance to get to your destination without being caught. When no more aircraft are remaining or have landed the Patrol's become smugglers and vice-versa

Ok,
So are we going to use FSHost, we already have the SimV server so that can be used.
I also have some ideas for communications, and some rule ideas. Please tell me what you think of them:
1.) Team ID's
Start your name with a P- for patrol, or S- for Smuggler. if you aren't playing, don't put either in.
2.) Team Communication
Send group pm's in FSHost to all team mates, there is no way the other team can listen in unless a team messes up.
3.) Capture, and Capture Orders
Send a message to all players in FSHost to announce captures, and give capture orders.

Will we have Smugglers simulate their payload weight? 1 lb is 1 point, and if captured, the patrol gains points based on aircraft type, and payload weight:
Aircraft Weight to Point chart:
Ultralight
Trike, glider, and other very light aircraft
-
10 Points
light
most cessnas and piper cherokee type aircraft
-
20 points
medium
Baron-58 and similar
-
50 points
heavy
KingAir, Cessna Citation, learjet type
-
100 points
Large
Commercial jets up to max size
-
200 points
How does that sound?

Hmmm i like the idea.
With commercial jets they have to be very limited in range to make it harder

sure, I was thinking they were more capable of blending in with the AI Traffic, and are much slower to turn.

Eh sorta
The problem with the DC9 is its very limited range
It would need to land to refuel just to reach miami
