FS2k2 is programmed to operate without it; although, in some cases, it may request the CD for additional scenery during load-up, the option to ignore it is given...
If, however, you intended the request for the CFS2 program, the section in which you've posted, rather than FS2002, that's another matter. Yes, there is a nocd available; without doing a search myself, I'd expect it within the utilities section of the add-on pages of Simviation or elsewhere.
