Are they jagged before you resize? If not, then it's the format you use to resize. I don't know much about any programs except Paint Shop Pro, but it has options of Bicubic, Bilinear, Pixel Resize,

Weighted Average, and Smart Size. The results depend on which one I use. I always use Smart Size. Pixel Resize gives a lot of pixilation, as if you over compressed. I'm not sure about the others,

but Smart Size usually gives me good results. Your program may have similar options and you should try them all until you find the one that gives the best results

If you don't have any options when you resize, and the shot does not have jagged edges before resizing, you need to find a better program to use.
