Oh by the way, How do you make all your shots look smooth and clear after resizing them? Mine always come out with jagged edges Huh

Um, I don't know if this helps, but I've noticed that resizing really only seems to cause jagged edges when increasing the size from what i've noticed, but if you need them smaller, resizing or cropping don't seem to make jagged.  resizing only blurred.  And i believe that paint.NET has a way to increase the size without the jagged, resize, best qaulity, type in the new size.  done.  you can also use bicubic, but that doesn't turn out as good.

Actually, not really.  I actually use a computer game creaton software's built-in sprite (graphic image) editor when repainting or editing/creating an image.  It has a HUGE selection of tools and can handle pretty much everything you need to make a good image.  Problom is, it can only save as PNG so I copy and paste the image into paint.NET to save it as a bitmap or whatever I need, then use DXTbmp. That's pretty much the only thing I use it for except resizing.  Game maker doesn't have best qaulity resizing, only bilinear.

But that sprite editor is a wonder!  The software is Game Maker 8.0 Pro Mode.  full 255 RGB color scale, 240 HSL scale which is a bit easier to understand than Paint.NET's  ability to have multiple images in a sprite so you can copy and paste from one to the other, or use it as a diffrent kind of layers.  transparency.  ability to both select a section with the normal rectangle or magic wand, or by hand, ability to change the size of your tools, gradient, sharpen, blur, change all intensity and saturation, change all the pixels of exact color (with tolerance),  spray thingy (basically pencil with anti-aliasing).  lots of awesome stuff.

Do you need to pay for it?

I can't remember for the basic program, but for the full program with all the functions you need to pay $20, but it's a multiple in one.  Image and sound editor, and a game creator.
