No Steering Over Water (Read 290 times)

I downloaded the "Stratojet Albatross" however although the rudder works in flight, I cannot steer the craft while moving in water. I did not see any water rudder but it should steer using the tail rudder. I don't have this problem with other sea or float planes. Any sugestions?

"Shift+w" is wrong. The default raise/lower water rudder is Ctrl+W.  Best I could  tell, the lever in the vc is not clickable but will show the state of the water rudder.
