Once you open the Weather menu, select 'User-defined weather' and click on 'Customize Weather'.

On the window that opens you should have a Wind Speed slider and a Wind Direction 'bug' you can adjust.

Or, click on 'Advanced Weather' and in the new window you'll see a Wind tab where you can set additional wind settings including the ability to define multiple wind layers.
