From what I've read there were once many more NDB stations than now, and certainly many more than represented in FS9.  Has anyone ever created a file to add NDBs to the sim?

Have you tried Flight Simulator Scenery Creator ? Even though it is not advertised to do so, it's bgl files will work in FS9 and FSX, and it's super easy to use.

I use AFCAD to position all my additional Navigation Radio Beacons..NDB, VOR, etc...>>>

AFCAD:

When positioned, they also appear in my FS Navigator Map as well, together with their radio frequencies!

Its simple, and works a treat!
